Closing as superseded. Current master already carries the issues/pulls submit buttons and linked empty states (src/forge.rs page-head + btn-new; regression submit_buttons_on_issues_pulls_indexes). Later UI work replaced the older body.push_str("<h1>…") shape, so this patch no longer applies cleanly and would regress the page-head layout.
