Closing as superseded. Current master already carries the issues/pulls submit buttons and linked empty states (`src/forge.rs` `page-head` + `btn-new`; regression `submit_buttons_on_issues_pulls_indexes`). Later UI work replaced the older `body.push_str("<h1>…")` shape, so this patch no longer applies cleanly and would regress the page-head layout.
