Problem

The code tab already shows the repo name as its top heading, then a README section heading, then the README body starts with another # hu13 heading. That third heading just repeats the page title.

Fix

Drop the leading # hu13 heading from .forge/wiki/README; the README now opens with its intro.
Keep the README section heading and the rest of the document.
Extend the README regression test to assert there is no leading H1.
