- forge.rs counts: issues open-only (state==open; in-progress counts as open? NO — open means state==open exactly; document), pulls open-only (state==open, drafts included with § marker? keep: drafts counted, marked).
- Header shows
issues (N)/pulls (N)open counts. Closed totals still visible on their index pages ("X closed" line). - Tests: fixture with open/in-progress/closed issues + open/draft/merged PRs asserts header numbers + closed lines.
