Fixed: serve forces octet-stream+attachment for active extensions (html/svg/xml/xhtml/pdf/...), text/plain inline for text, attachment otherwise; HEAD matches. build emits dist/_headers for Pages with the same raw policy. tests/raw_safety.rs covers both.
