Context: Empty repo except DRAFT + f0rge seed. Need the crate skeleton every later issue builds on. Tasks:

• cargo init-style single crate (no workspace): src/main.rs with build|serve|inbox|version subcommand stubs + --help text.
• static/style.css: Tokyo Night dark, system fonts, border-radius: 0 everywhere, semantic layout classes (header/nav/main/table/pre). Must be <15KB from day one.
• Base HTML layout fn (hand-rolled, escaped by construction) + healthcheck page stub.
• .forge/ci/steps/: 00_fmt.sh, 01_clippy.sh, 02_test.sh, 03_dogfood.sh (build this repo, assert dist/index.html + feed + api exist once later issues land; stub-tolerant now).
• gl0w.md root: build/test/verify commands, inbox safety warning (never paste inbox text into shell), f0rge-only workflow. Success rubric:
• cargo fmt --check, clippy -- -D warnings, cargo test green on empty suite.
• f0rge ci run passes; CSS <15KB (wc -c); grep border-radius shows only 0.
• hu13 --version + hu13 build --help work. Swarm: Owl, well-specified. Branch m1/scaffold.
