#23 Beautiful wiki README (ascii art, human tour)

Context: Owner wants a beautiful human-readable wiki README with hu13 ASCII art to see how wiki display looks. Supervisor-owned docs task (no code). Tasks (supervisor does directly): f0rge wiki put README with: ASCII hu13 banner (from #15, else provisional), what hu13 is, page tour (code/commits/issues/pulls/tasks/ci/releases/wiki), how to submit (issue vs prompt-PR), license note, clone/download pointers. Human tone, scannable, <=120 lines. Success rubric:

• README renders beautifully on live site (/wiki/README.html); ASCII art intact in <pre>.
