#42 Truncate all table fields (desktop overflow)

Context: Owner QA — tables overflow even on desktop (commits subject/author worst). Every field needs truncation. Tasks:

  1. Truncation utilities: .trunc (ellipsis, nowrap, max-width per column kind: subject 40ch, author 16ch, sha 10ch, message 72ch, title 60ch). Applied to EVERY table cell across commits/issues/pulls/tasks/ci/releases/file-table. Full text in title= attr so nothing is lost on hover/long-press.
  2. Desktop tables must fit 1100px container without page-level h-scroll (card reflow stays for narrow).
  3. Tests: trunc class asserts per table, title-attr asserts, evil-long-string fixture. Swarm: Owl. Branch m6/truncate.
