#29 Nav counters: open only

Context: Header nav counts include closed items ("issues (25)"). Owner wants open-only. Tasks:

  1. forge.rs counts: issues open-only (state==open; in-progress counts as open? NO — open means state==open exactly; document), pulls open-only (state==open, drafts included with § marker? keep: drafts counted, marked).
  2. Header shows issues (N) / pulls (N) open counts. Closed totals still visible on their index pages ("X closed" line).
  3. Tests: fixture with open/in-progress/closed issues + open/draft/merged PRs asserts header numbers + closed lines. Swarm: pair with #36 (same count code). Branch m6/open-counts. AFTER #27/#28 land (layout churn) — supervisor sequences.
