#17 Tables on issues/pulls break mobile layout

Context: Owner report — tables on issues + pulls pages break mobile layout. (Code/commit tables already scroll; the forge list tables were missed.) Tasks:

1. Wrap issues/index + pulls/index tables (and any other forge list table: tasks, ci steps, releases) in the existing .table-scroll container. Audit EVERY template for bare <table> — none may remain outside a scroll container.
2. Long titles/shas: overflow-wrap:anywhere on title cells + sha cells; nonce: keep number column narrow.
3. Tests: extend tests/responsive.rs — build fixture with 200-char title + labels, assert each list page contains table-scroll wrapper and no bare table; assert long title doesn't force page width (string assert: title cell class present). Success rubric:

• Zero bare <table> in any template (grep test); fixture 360px-reasoning holds for issues/pulls. Swarm: Owlette, tiny. Branch m6/tables. Independent — parallelizable with #15.
