#31 Buttons inline beside page titles

Context: + buttons sit on their own line. Owner wants them beside the H1. Tasks:

  1. Issues + pulls index: title row = <div class=page-head><h1>..</h1><a class=btn-new>..</a></div> (flex, wrap, gap; button never drops far — wrap allowed on 360px but stays top-adjacent).
  2. Same for tasks? NO — no submit for tasks. Releases? NO.
  3. Tests: h1+button share page-head parent; CSS asserts. Swarm: same agent as #30 (same templates). Branch m6/table-scroll. Close both.
